What is Tier One/Primary PBIS? Tier One of PBIS is for all members of the school. Tier one focuses on encouraging positive behavior throughout the school and is based on a set of core values and expectations decided upon by the staff and PBIS team. These core values and expectations are always positively stated and apply throughout the entire school from the school bus, to the cafeteria,, playground, classroom, and hallways. The PBIS team and staff teach these expectations through different interventions and strategies. Some of these strategies include positive adult attention for positive student behavior, predictable consequences for negative behavior that focuses on helping the student learn from their mistakes and make better choices, and specific, direct instruction of behavior exceptions in a variety of school settings. Steps to Get Started on Tier One: 1. Establish Commitment with administrators and fellow staff members. School-wide PBIS is a full time commitment to ALL involved from school volunteers to administrators. Everyone must be on the same page. 2. Create the PBIS Team. Click here for more information on the PBIS Team. 3. Establish and teach positive behavior expectations. The staff should decide on three to five values and expectations of their school. A Behavior Matrix is a great way to teach these expectations. (See the bottom of this page for an example of a Behavior Matrix). 4. Decide on a data collection system. Office referrals are a popular choice as it is simple to see an increase or decrease in school-wide referrals. Whatever system is chosen, however, be sure to include the following information: who is reporting the incident, what the problem behavior was, who was involved, where and when the incident occurred, any actions taken by adults (teachers or administrators). 5. Decide on a universal system for acknowledging positive behavior to ensure each student gets the positive attention they deserve. 6. Decide on a universal system for addressing negative behaviors to ensure that consequences are consistent and predictable. 7. Remember that PBIS does not happen overnight. The first year should be dedicated to implementing only tier one.
